Las Condes is the safest and most expensive part of Santiago. High-end restaurants, luxury shopping, heavy security. Lacks local character but gives you peace of mind if that's what you need.
Las Condes is the wealthiest part of Santiago - people call it 'Sanhattan' because of the glass towers and business district feel. It's in the east and feels nothing like downtown. Manicured streets, designer shops, expensive restaurants. During the day it's business people in suits. El Bosque Norte and Isidora Goyenechea are basically just restaurants and cafes aimed at expense accounts. Dining alone is normal with professional service and English-speaking staff. Heavy security from police and private guards, well-lit everywhere. Parque Arauco mall has international chains. It's expensive even for tourists, but genuinely very safe. You can walk around at night without worrying, though the financial district empties out after business hours.

Vitacura is the safest and most expensive neighborhood. Luxury shopping, upscale restaurants, heavy security. Very expensive and far from attractions, but extremely safe if that's your priority.
Providencia is safe and convenient with good restaurants, cafes, and nightlife. Costs more than other areas but you get walkability and security. Easy metro access to the rest of the city.
Barrio Italia has international restaurants, specialty coffee, artisan shops. Safe during day and evening. Good food scene, comfortable for sitting alone in cafes.
