Kiyovu is central Kigali with hillside views, embassies, government offices, and restaurants. Heaven Restaurant has good sunset views, Le Terrace does French brunches popular with expats. The Genocide Memorial is about 15 minutes on foot, so it's convenient for first-time visitors. Streets are maintained, lighting is decent, police patrol regularly because of the embassies. You'll see diplomatic staff, NGO workers, and wealthier locals. It's safe and feels a bit more Rwandan than Kimihurura while still having amenities. Eating alone is normal - people read or work on laptops in restaurants.
