Medellín, Colombia
Comuna 13 has good street art and an interesting story. Only go on organized tours during the day (9:30am-4:30pm). Don't stay here, explore alone, or visit at night. The tours are safe when you stick with the group.
Comuna 13 was one of Medellín's most dangerous neighborhoods and has improved a lot, but it's still not a place to wander around on your own. The outdoor escalators and street art are impressive, and the community transformation story is real. ONLY visit on organized tours during the day - the tours are safe and the guides (usually from the neighborhood) know which areas are okay. Don't stay here, don't explore solo, don't go at night. The graffiti tours between 9:30am-4:30pm are fine. Outside those hours or without a guide, don't go.

Areas with comparable safety profiles for solo female travelers
Parque Lleras is the main party zone with all the associated risks. Go with others at night, watch your drink constantly, keep valuables minimal, and Uber there and back. Fine during the day for cafes.
Manila has the safety and infrastructure of El Poblado without the party chaos. Good for working from cafes, meeting other travelers, and walking around day or night. More residential feel but still plenty of English speakers and tourist-friendly places.
Provenza has the restaurant and bar scene with a more upscale vibe than other parts of El Poblado. Good food options, safer than Parque Lleras, but still watch your stuff in crowded bars at night. Take Uber home late.
